Limerick City and County Council launches ‘rightsizing’ apartment scheme for over 55s in bid to free up family homes

Limerick City and County Council is inviting older homeowners to consider a new housing initiative that offers a “lifetime tenancy” in exchange for rightsizing, helping to free up larger homes for the wider housing market.

The Rightsizing Scheme is a voluntary scheme, which means that you do not have to move unless you choose to do so. Our aim is not just to help people wanting to transfer to a smaller home but to release properties that are in high demand for families that need them most.

The overall scheme consists of 15 new apartments designed to support: 

  • Private homeowners aged 55+ seeking a move to a more manageable property 
  • Individuals aged 55+ on the housing waiting list 
  • Current tenants on the housing waiting list seeking a transfer 

This scheme targets private homeowners aged 55+, who: 

  • Own their own home 
  • Find their dwelling too large for their needs 
  • Are willing to sell their home on the private market 

Under the scheme, a successful applicant will sell their home on the private market and contribute 25% of the proceeds to Limerick City and County Council. In return, they will receive a lifetime tenancy in a managed older person’s scheme. 

The Rightsizing scheme is entirely voluntary and in partnership with Focus Housing Association. Focus Housing Association is committed to providing high-quality housing, enabling people to continue to live independently for as long as possible in their own homes helping residents stay connected with their community. 

The new development at Woodlawn Park, Ballysimon offers a mix of one and two-bedroom homes, both ground and first floor. Ground floor units include a small patio, while first-floor units feature a balcony. Homes will be available from the end of September 2025. With an exception for service animals, pets are not allowed. 

Candidates who submit a full application with supporting documentation will be assessed to ensure they meet the eligibility requirements. Limerick City and County Council will hold a panel of approved candidates in excess of the number of available properties in case a selected candidate’s circumstances change, and they are unable to accept the offer.

  • By selling your current home and contributing only 25% of the net proceeds, you retain 75% of the sale value, which can be used to support your lifestyle, healthcare, or family. 
  1. Supportive Housing Partner 
  • The scheme is run in partnership with Focus Housing Association, known for providing high-quality, supportive housing that promotes independent living.
